The Pasig City Gender and Development Office is a dedicated office established to promote gender equality and ensure that the city’s programs, projects, and policies are inclusive and responsive to the needs of both men and women. It was created under Pasig City Ordinance No. 07, Series of 2010, and further strengthened by subsequent ordinances and executive orders, including Ordinance No. 07, Series of 2015 and Executive Order No. PCG-11, Series of 2019.

The GAD Office aligns its efforts with the Philippine Plan for Gender-Responsive Development (1995-2025), a national framework adopted in 1995 to advance gender equality and development. This plan, along with the Magna Carta of Women (Republic Act No. 9710) enacted in 2009, mandates the inclusion of gender perspectives in all levels of governance. The Magna Carta ensures women’s participation in policy-making and development planning, while national guidelines, such as Memorandum Circular No. 2011-01, provide a roadmap for establishing and strengthening Gender and Development (GAD) initiatives across government agencies.

The Pasig City GFPS is composed of an Executive Committee, a Technical Working Group (TWG), and a Monitoring and Evaluation (M&E) Team. These groups work together to integrate gender mainstreaming into the city’s planning, budgeting, and programming processes. By doing so, the office ensures that gender equality is reflected in the city’s policies, budgets, and performance metrics.

The primary goal of the Gender and Development Office as well as the Pasig City GFPS is to create a gender-responsive society where the needs and contributions of all individuals, regardless of gender, are recognized and addressed. Through its initiatives, the office strives to eliminate discrimination, promote equal opportunities, and empower women and men to participate fully in the city’s development. By institutionalizing GAD in its operations, Pasig City demonstrates its commitment to building an inclusive and equitable community for all its residents.

    3. Promote gender-equitable development and utilization of green buildings, hybrid spaces, and renewable energy solutions, ensuring equal access, benefit, and decision-making power for all genders. Foster an ecologically-balanced environment.

    5. Address environmental issues that disproportionately impact women and girls.
    6. Promote sustainable practices that benefit all residents, regardless of gender. Promote a peaceful, secure, and just society where all genders can fully enjoy their human rights and participate meaningfully in peacebuilding, conflict prevention, and access to justice.

    5. Foster a culture of peace and non-violence.

    2. Increase public awareness and understanding of GAD principles.
    3. Establish clear accountability mechanisms for achieving gender equality goals.
    4. Enhance gender mainstreaming in policies, plans and programs of the City Government of Pasig;
    5. Institutionalize GAD mechanisms in services of the city that can serve as model to other LGUs.
